Why does this happen?
To successfully complete a purchase, your current geographic location must match the country set in your Google Play Store account. If these are different, Google may block the purchase.
How to Fix It:
If you need to change the country in your Google Play account, follow these steps:
Open the Google Play Store App
On your Android device, open the Google Play Store app.Access Your Profile Settings
At the top right, tap the profile icon.Navigate to Country and Profiles
Tap:Settings

Account and device preferences
Country and profiles
Select the Correct Country
Tap the country you want to use for your account.Add a Payment Method
Follow the on-screen instructions to add a payment method for the selected country.
Note: You can only change your Play country once per year. If you change it, you won’t be able to switch it back for 12 months.
For more detailed instructions, visit Google’s help article: Change your Google Play country.
If you've verified your country settings and the issue persists, ensure your payment method matches the selected country or contact Google Play support for further assistance.
